Are we supposed to assume that they (the people asking for the results) machined the aluminum to the ASTM standards or are we supposed to say that we machined and fatigued them as part of the procedure?

The task letter just said that they provided "specimens".

I think it would be reasonable to say you machined them to the proper ASTM specifications, because "you" did everything to set up the ASTM fracture toughness test appropriately.
